City & State Agency Services

The Academy offers tailored services for City and State agencies who fund or deliver social services in New York. Agencies may choose to partner with and fund the Academy to:

  • Tailor existing Academy courses for a particular audience, or reach a larger number of learners than the Academy can accommodate in its free programs for NYC social service providers
  • Develop new courses for a particular audience 
  • Access other specialized technical assistance

NEW: Now Offering 1-Hour Consultations to City & State Agencies

The Academy is now scheduling free 1-hour consultations with City or State agencies who would like to explore potential partnerships to deliver custom learning and capacity building programs starting in FY23. You can find additional details about the academy's custom services for City & State agencies below.

We encourage agencies interested in exploring potential FY23 partnerships with the Academy to schedule an initial consultation in February or March 2022.

The Academy is offering 1-hour consultations at the following times:

  • Tuesdays between 9am-12pm starting February 1, 2022
  • Fridays between 9am-12pm starting February 25, 2022

Services for City and State agencies may include:

  1. Learning programs that equip social service providers to address behavioral health with community members.

The Academy can:

    • help providers adapt good-fit behavioral health skills and practices that match the priorities and needs of both those delivering services and community members engaging in services.
    • develop learning programs that focus on strengthening skills and ways of working in organizations.
    • help providers successfully adapt evidence-based practices in community settings.   

Programs may include tracks for direct care staff, supervisors, trainers, and organizational leaders, depending on program goals.

Learning programs can be customized for:

  • a group of CBOs funded to implement a single program or who deliver particular kinds of services
  • CBOs who reach specific communities
  • a team, program, or division within a City or State agency
  • specific roles within or across teams or organizations
  • others
  1. Advancing integrated care models that improve behavioral health and social outcomes.

The Academy can help agencies advance more effective collaborations between social service and behavioral health providers and improve access to care. We focus on maximizing the expertise and resources of both social service and behavioral health providers, while supporting providers to build new skills and ways of working together.

Agencies may want to promote collaboration between social service and behavioral health providers working within the same organization or across separate organizations.

  1. Supporting City and State agencies in their roles as funders or program managers.

The Academy can help City and State agencies build their internal capacity to integrate behavioral health into social services and manage behavioral health initiatives.

Services may include:

  • Program design and technical assistance for community behavioral health initiatives 
  • Writing requests for proposals and other program documents that help agencies integrate behavioral health into contracted services
  • Aligning agency practices or policies with principles and practices that promote behavioral health
  • Facilitating learning collaboratives or developing best practice toolkits on specific topics
  • Hiring and integrating behavioral health specialists within your agency    

 

The Academy will prioritize projects that:

  • Build capacity in TRIE neighborhoods
  • Offer sufficient funding to achieve intended aims
  • Fit with Academy mission, goals, and services
  • Demonstrate agency leadership buy-in and support 

 

SAMPLE TIMELINE

While timelines will vary by project, this sample timeline provides an overview of key steps in partnering with the Academy.

Partnership Development

Prior to contracting with an Agency partner, the Academy will collaborate with potential partners to:

  • Discuss overall project aims and fit
  • Submit a written project proposal, as needed 
  • Initiate contracting and release of funds

NOTE: The Academy may not be able to consider new FY23 projects where contracts are not in place by January 2023.

The following steps are contingent on contract completion and release of funds to the Academy.

Planning, Design, and Preparation: Months 1-4

Once funded, the Academy will:

  • Perform a landscape assessment with input from the funding agency, potential implementers, and other stakeholders to determine project priorities and feasible strategies
  • Match project strategies to the implementation setting(s) and program goals
  • Finalize the technical assistance approach 
  • Select vendors and/or hire project staff, as needed

Implementation: Month 3-Project End

Following a planning, design, and preparation phase, the Academy will:

  • Develop curricula for custom learning programs, as needed
  • Deliver learning programs and technical assistance  
  • Perform ongoing program monitoring and improvement, in collaboration with the funding agency and implementers

Where feasible, the Academy will offer free, limited consultation to City & State agencies. This may include consultation on topics such as:

  • program design
  • agency practices or policies that impact behavioral health
  • specific behavioral health topics or challenges
  • opportunities for addressing harms related to poverty, racism, and other oppressions
  • questions related to the Academy’s free programs for NYC social service providers
  • other topics raised by City or State agencies
